Could double as a chip bowl...

Papua New Guinea, Oceania, or Melanesia, ca. late 19th to early 20th century CE. Hand-carved in a traditional scoop form with an avian / zoomorphic head finial at one end, its coat or feathers and facial details nicely incised in the wood, and a long handle perhaps representing the creature's tail - quite an impressive canoe bailer with traces of original paint and lustrous patina that has developed over the years.
